Can I dance comfortably in the long sleeves and full skirt?

Absolutely. The bishop sleeves are gathered but not tight at the arm, and the A-line tulle skirt has enough volume to move freely. Many customers wear this gown all night for prom and galas without issue.

Is the blue color true to the photos?
