is it possible to change to an empire waist?

The hollow to floor measurement on the size 6 chart is 150 cms 59 inches for a 5 ft 8inch model. This seems very long for a 5 ft 8 inch model. My daughter who is 5ft 7inches tall and has a hollow to floor measuremnt of 56.7 inches . Does this mean you will add an extra amount for the heels as in the above measurement as our measurement does not allow for any heels at all. We have already ordered the dress. My daughter would prefer a 9 cm heel allowance 3.5 inches otherwise the dress will be too short.
